Board of Supervisors Meeting Recap for December 17, 2024

The Kern County Board of Supervisors met today as scheduled for Tuesday’s December 17, 2024, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Chris Parlier (District 2), Supervisor Jeff Flores (District 3), Chairman David Couch (District 4), and Supervisor Leticia Perez (District 5) were in attendance. Meeting Highlights: 

*Chairman Couch called this morning’s meeting to order and administered newly elected District 2 Supervisor Chris Parlier’s oath of office.

  • Item No. 3 AM session:
  • Kern County Auditor Controller County Clerk Aimee Espinoza announced that a Special Election has been called by Governor Gavin Newsom for Assembly District 32.
  • The primary election will be conducted on Tuesday, February 25, 2025. If a clear winner is not determined, the general election will be conducted on April 29, 2025.
  • Candidate filing begins on December 19, 2025, and ends on January 2, 2025, at 5 p.m.
  • Kern County Elections will be hosting extended hours of operation to assist with the filing period. They will be open Thursday, December 19, 2024, until 6 p.m., Monday, December 23, 2024, until 6 p.m., and during Winter Recess from 8 a.m. to 12 p.m.

  • Item No. 6 AM session:
  • The Board approved Animal Services accepting an $11,000 donation from Dinah McHone to support the department’s lifesaving programs and to make a positive impact for shelter animals.
  • Item No. 7 AM session:
  • The Board heard a presentation from the Kern County Elections Division regarding the Greenfield Union School District Election.

  • Item No. 14 AM session:
  • The Board approved a request from the Kern County Fire Department to extend our local emergency for the Borel Fire.

  • Item No. 15 AM session:
  • The Board approved the Kern County Fire Department partnering with California State University Bakersfield (CSUB) to hold an emergency preparedness fair on the CSUB campus on March 15, 2025.
  • Item No. 16 AM session:
  • The Board approved the Kern County Fire Department accepting grant funding from the USDA, Forest Service, Los Padres National Forest, to support a fire prevention and forest health project at Camp Condor.
  • Item No. 21 AM session:
  • The Board adopted an urgency ordinance for Kern County Public Health to provide authority for removal of Borel Fire debris and hazard trees from private property.

  • Item No. 22 AM session:
  • The Board approved an agreement with the California Department of Public Health’s Maternal, Child, and Adolescent Health Division for the continuation of the Maternal, Child, and Adolescent Health and Black Infant Health programs through June of 2025.
  • Item No. 24 AM session:
  • The Board approved an agreement with the California Department of Health Care Services for the California Children’s Services monitoring and oversight program through June of 2028.
  • This program helps local children under 21-years-old receive medical diagnostic and treatment services.
  • Item No. 19 PM session:
  • The Board voted to contribute $300 to the Mojave Chamber of Commerce, and $500 to the Golden Empire Gleaners to support the Kern County Cares Food Drive.
  • Item No. 20 PM session:
  • The Board voted to contribute $500 to the Equine Heart Connection Charity, $250 to the League of Dreams, $500 to the Hispanic Chamber of Commerce, and $5,000 to the Bakersfield Rescue Mission.
  • Item No. 21 PM session:
  • The Board voted to contribute $200 to the Delano Community Alliance, and $601 to the Golden Empire Gleaners to support the Kern County Cares Food Drive.
  • Item No. 22 PM session:
  • The Board voted to contribute $1,250 to the Sheriff’s Activities League, $2,500 to One United Academy, $1,500 to the Richard Pardo Foundation, and $600 to the Golden Empire Gleaners to support the Kern County Cares Food Drive.
  • Item No. 24 PM session:
  • The Board heard a presentation from Kern County General Services on various park improvement projects.

  • Item No. 26 PM session:
  • The Board voted to rename the Kern River Valley Dog Park in Lake Isabella to Murphy’s Dog Park, in honor of Kern River Valley community leader Kathe Malouf’s black lab Murphy.
  • Item No. 28 PM session:
  • The Board approved an agreement with Vanir Construction Management, Inc. for bridging architectural and construction management services for the Rosamond Sheriff's Sub-Station project.

The election of the Chairman for 2025 is scheduled for Monday, January 6, 2024, at 12 p.m.

The next Regular Board Meetings are scheduled for January 7, 2024, at 9 a.m. and 2 p.m.
